One of the most encouraging findings from the report is the significant increase in survival rates when bystanders intervene early.
- 79% of bystander-witnessed cardiac arrests received CPR before emergency services arrived.
- Patients who received bystander CPR had a survival rate of 14%, compared to only 6% for those who did not receive CPR.
- When a public Automated External Defibrillator (AED) was used before EMS arrival, survival rates jumped to 47%, compared to 32% for those first shocked by paramedics.
These statistics highlight the life-saving potential of community members trained in first aid and CPR. Every second counts in a cardiac arrest, and bystander intervention significantly improves outcomes. - Half of all patients were defibrillated within 9.9 minutes of the emergency call.
- Among patients with a shockable heart rhythm, 35% survived when first shocked by EMS.
While these response times are impressive, survival rates still decline by 10% for every minute that CPR and defibrillation are delayed. This emphasises the importance of having trained individuals nearby who can take immediate action while waiting for paramedics to arrive.
Community Programs Enhancing Survival Rates

- Public Access Defibrillators (AEDs): Over 10,000 AEDs are now registered across Victoria, with 7,563 accessible to the public. Increasing AED availability in high-risk areas has played a crucial role in improving survival rates.
- GoodSAM Responder Program: This innovative smartphone app connects trained responders with nearby cardiac arrest emergencies, allowing them to provide CPR and use an AED before paramedics arrive. Over 17,000 volunteers are registered in the program, and in 2023/24, 793 patients were assisted by GoodSAM responders, with 481 receiving CPR before EMS arrival.
- Heart Safe Communities Initiative: This program, which launched 12 new Heart Safe Communities in 2023/24, has trained thousands of people in life-saving skills and added 62 new publicly accessible AEDs.
- Call, Push, Shock Campaign: More than 18,000 individuals have been trained in this simple but effective approach to responding to cardiac arrests, with a goal of reaching 100,000 people by 2028.
